Council Minutes
February 13, 2012

Presiding: Mayor Brendan Bailey

Council Present: AJ Svoboda, Art Stroda, Jayme Brunner, Byron Noeth, Bill Alcorn

Staff present: Fern Leach, Jessica Gilbert

Others in attendance: Rohani Alcorn

The meeting was called to order by the mayor at 7:00pm.

Reports
The City Clerk read the minutes for the January meeting.

Motion:  Art Stroda moved to approve the January 2012 minutes as read.  Jayme Brunner seconded the motion. Motion passed unanimously.

Fern Leach presented the bills for payment.

Motion:  AJ Svoboda moved to accept the treasurer’s report; motion seconded, and passed unanimously.

Swearing In Ceremony
Bill Alcorn was sworn in as a new city council member, fulfilling the term of office vacated by Jeannie Goza.

Storm Precautions
Mayor Bailey said he was talking with the Ramona Fire Department about upgrading the tornado siren at the fire station, so that the $1,000 grade from Walmart was utilized. The group also discussed Jay Plank’s offer to have folks come out to the Rosebank church building if there’s severe weather.

Motion: Byron Noeth moved to have the city clerk mention in the Ramona News and on the city website that Jay Plank has offered storm shelter at the Rosebank church building. Seconded by Art Stroda. Motion passed unanimously.

Youth Council
Mayor Bailey said that the youth interested in serving on the Youth Council will be meeting on February 18 at 2pm at the Senior Center.

Street Signs
Mayor Bailey mentioned that a letter had been received from Pat Wick inquiring as to when the street signs would be back up on main street, since they had been down for several months.  Art Stroda said he would check with Jennifer Hathaway, who is painting the signs.

Maintenance
Art Stroda said that the starter button on the tractor is being repaired. He also reported that the generator at the lift station needs to be run longer before engaging; the problem is not the battery.

Clerk’s Report
Jessica Gilbert reported that she is working on the contents of the city website and it’s looking really great.  She also mentioned that a new bulletin board went up downtown, where people’s comments are posted as to what they like about living in Ramona.  Gilbert said that the deed to the Senior Center has finally been switched to the City of Ramona. She asked the Council if they were interested in creating the city office in this building, now that the building belongs to the city.  She thought it would be wise to investigate the cost of getting a phone. The Council agreed that this was a good long-range plan.

City Attorney Issues
Gilbert reported that the only task city attorney Lori Lalouette had completed was the city deed transfer.  Lalouette sent a note with the deed saying she would not charge the city for doing this deed transfer since she’s taken so long to tackle any of the other issues before her.

Council asked Jessica if she had made any inquiries about the other lawyers that had been recommended as alternatives for city attorney. Gilbert said she had e-mailed and called, but not heard back yet.

Marvin Rains-Payment of Fines
Jessica asked Mayor Bailey if he would talk to Marvin Rains about a payment schedule for paying the fines that were assessed and upheld by the appeals court.  Mr. Bailey said he would do this.

Ramona’s 125th birthday
The Clerk mentioned that this is Ramona’s 125th birthday and that the website was being created as a birthday celebration for the city. She said that the 125th will be part of the 4th of July celebration, as well.  Mayor Bailey asked the council to consider if they wanted anything further.

Motion: Bill Alcorn moved to adjourn the meeting at 7:45pm. Motion passed unanimously.
