Reports
The Minutes were read by the city clerk.
Motion: Councilor Wick moved to accept the November 2014 meeting minutes as read by Jessica Gilbert. Seconded by Councilor Stroda. Motion passed unanimously.

The Treasurer’s Report was given by Kathy Matkins
Motion: Councilor Stroda moved to accept the bills presented for payment. Seconded by Councilor Alcorn. Motion passed unanimously.

Clerk’s Report
The first-ever property tax billing arrived for City property and the total annual payment is $1673.54. Clerk Gilbert said she would be filing the necessary paperwork with the State of Kansas, requesting exemption for City property. She will also verify with the Marion County Appraiser’s office as to the procedure for making the first property tax payment ($836.77) under protest, so that eventually this money will be refunded when exemption is granted.

Gilbert reported that Makenzie Deines, of rural Ramona, who recently entered the Miss Teen Kansas competition in Wichita on November 26-28 as “Miss Ramona,” was “runner up” in the contest — a fantastic outcome!

The Clerk made available the Filing Packets for running for City Council. These packets are due in the County Clerk’s office by January 27, 2015.

Commissioner Holub called the City Clerk to apologize that he could not attend the meeting—his mother was just admitted into the hospital. Holub wanted Council to know that 360th is a priority in terms of maintenance, as soon as the weather clears. He said the Commissioners were very disappointed in how Marion County roads held up when the first moisture arrived in our area.

Jeannie Goza announced that she will be doing a Community Christmas Breakfast on November 20; the children’s party will be held at 2pm the same day.

Motion: Councilor Wick moved to approve the City Clerk creating and mailing a notice of both these community events on December 20. Seconded by Councilor Stroda. Motion passed unanimously.

Budget Preparation
Clerk Gilbert explained that the 3-year contract for the creation of the City Budget with Swindol Janzen Hawk and Loyd is due for renewal. Council decided to investigate other accounting firms since the fee for creating the budget not only increased to $900 (from $800), but also had an incremental increase every year thereafter. The second bid received, was from Adams Brown et al, a major competitor with Swindol et al. Gilbert said she would prefer not to change firms since Swindol has been working with the city since the 1980s and there’s a lot of history and confidence in the firm. She said she spoke with Scot Loyd, the partner in the firm who handles government clients, along with Jan Nolde. Scot explained that the firm has written-off up to $100 or more each year for several years and this is why the fees were increasing so that their time involved in budget management is more equitable with their fees. Gilbert called Scot and lobbied him to make at least one concession—to freeze the fee at $900/year with no incremental increase—or she feared the Council would go with the other firm who bid the job at $600. Mr. Loyd agreed to freeze the fee for 3 years.

Motion: Councilor Wick moved to sign the 3-year contract with Swindol Jantzen Hawk and Loyd for $900 per year. Seconded by Councilor Stroda. Motion passed unanimously.


Motion: Councilor Alcorn moved to adjourn at 7:40. Seconded and passed unanimously.
